摘要：介紹目前市場上片區綜合開發項目的投融資模式，從運作方式、資金來源、采購方式及操作難點等方面進行模式比較。以合規性為前提，提出“PPP+專項債+市場化”的解決方案，以期為參與各方提供一些參考。

Abstract：This paper introduces the current investment and financing models of comprehensive development projects in the area，and compares them from the aspects of operation mode，capital source，procurement method and operational difficulties. On the premise of compliance，proposesa solution of “PPP + special debt + marketization”，in order to provide some reference for all parties involved.
