          高密度片區城市更新的全過程咨詢模式研究——基于上海的探索與實踐

          摘要:高密度片區城市更新中,通過應用全過程咨詢模式,實現片區的高水平開發,將會成為全國片區型城市更新的重要方向?;谏虾T诔鞘懈路矫娴奶剿骱蛯嵺`,提出高密度片區城市更新應建立征收、規劃設計、投資、施工、運營等五大總控為一體的全過程咨詢模式,按照一個導則、一套總圖、一個體系推進工作,形成高密度片區的全過程服務能力。在此基礎上,城市更新應建立簡政放權、兩級聯動、全程服務和CIM應用的工作機制,進一步提升城市更新能級和效益。

          Abstract:In the urban renewal of high-density districts,the advanced development of districts can be achieved by applying the full-process engineering consulting model,which will become the main direction of district-based urban renewal in the whole country. Based on the exploration and practice of urban renewal in Shanghai,the renewal of high-density areas is advised to establish a full-process engineering consulting model that integrates five propositions as one,including expropriation,planning and design,investment,construction,and operation. It follows methodology in accordance with one guideline,one set of general plans,and one system,in order to build capability of comprehensive services. On this basis,urban renewal should establish an effective mechanism with respect to streamlining administration and delegating powers,top-down linkage,full service and CIM application,to further enhance the level of urban renewal.
